Introduction Regulations for foods, served in public schools are a matter of great concern as it is essential for the purpose of creating a healthier lifestyle for children studying in public schools. The government has supported several children through the free education and free food program. But the quality of this food is not at par with the standard of the food quality approved by nutritionists so it needs to be changes. Albrecht identified the control environment which looks at areas such as management role , Management communication, Appropriate hiring, and control activities such as segregation of duties, independent checks etc. In this case opportunity can be seen by the following: No segregation of duties- Rachel Duncan was the accountant who was solely in charge of the accounting functions, in fact she was not only responsible for nine bank accounts but she was also charged with the responsibilities of being able to write checks, sign checks and also make deposits. By being in charge of all these processes it placed her in a strong position to commit and conceal embezzlement of funds from the HASC, had there been a segregation of duties it could have prevented the frauds unless there is collusion. Lack of independent checks- In review of the case Rachel Duncan was considered a trusted employee as a result she was given sole responsibility over the finances of the organization. However they were not any independent checks by her Boss Mr. Sponseller this could have deterred the fraud, thus a combination of high levels of trust in Rachel Duncan by her boss combined with failure to independently check the transactions not only increased the opportunity but made it very easy for her to commit fraud. Hiring- in review of this case it was noted that this was not the first time the HASC experienced fraud in terms of embezzlement in fact prior to the hiring of Ms. Duncan a former employee also embezzled money, it stands to question whether proper background checks were done prior to hiring. If they weren’t then it was the first step to creating an opportunity for fraud to occur. Thus a combination of all three factors coupled with the high levels of trust provided the perfect atmosphere for Rachel Duncan to commit and conceal fraud. Rationalization- This refers to the reasons that fraudsters may use to justify why they have committed fraud according to Albrecht it may range from reasons such as the following: * The organization owes me * I deserve more It’s for a good purpose. In relation to this case Rachel Duncan rationalized by indicating that she never meant to hurt or abuse anyone’s trust. Thus in the time of committing her fraudulent activities she would have reasoned to herself that no one would be hurt and it was not an abuse of anyone’s trust. By constantly rationalizing this way, she would have embezzled hundreds of thousands still believing that nothing was wrong. It was also reported that her Boss Mr. Sponseller who placed a great level of trust in her eventually committed suicide, so in review there was an abuse of trust and someone did in fact get hurt. In the HASC/ Rachel Duncan case all three factors existed for this fraud to take place however if they were able to manipulate the opportunity factor it may have been prevented.

Homeschooling hinders a students’ social development by allowing them to escape from the distractions and pressures of society. Taking students out of public schools only isolates them from society and their peers. Allowing a child to learn at home, lets them create their own schedule. By establishing a personal agenda, the student gets many perks. They are allowed to sleep later and have more free time. In all, they’ll waste less time because school is all about them. They learn things at their speed and can concentrate on their educational weaknesses. Students can get more individual attention from their parents, which can provide greater challenges. And without the crowded schools, the student can have a reduced amount of distractions and avoid peer pressure due to the lack of peer interaction. Although these are all great benefits of homeschooling, they also can be detrimental to the students’ growth as an adult. Without a structural environment that a public school provides, students don’t learn how to handle deadlines and rules. This really can hurt these students later in life, especially in the business world. Students need to learn how to listen to authority figures, besides their parents. They need to be able to follow someone else’s guidelines and work under pressure. Due to the lack of deadlines and stress in their homeschool environment, students have less practice in handling pressure. This makes students that attended public schools more attractive to businesses. And due to the lack of interaction with their peers, homeschooled students have fewer social skills and less practice with teamwork, which definitely disables them in the workforce. They aren’t used to the distractions that kids that were forced to learn in crowded high schools had to deal with. They never had to cope with peer pressure or temptations. So if they are persuaded or enticed  later in their adult life, they won’t know how to handle the situation and react maturely. Even though homeschooled kids seem to have more free time, they don’t have as many activities to fill up their time. This disrupts their ability to manage time and learn to work under pressure with deadlines and time limits. With everything that homeschooled kids don’t get to live out, they are deprived of experiences that will better prepare them for the workforce or higher levels of education. Homeschooling really deprives students of acknowledging all the different opinions and options the real world can offer. By only encountering the opinions of ones’ parents, a student gets a limited amount of knowledge and varied ideas. They just become clones of their parents. It’s noticeably certain that each generation gets more intelligent as time progresses. My parents are amazed at what I learned in high school, especially in my advanced classes, because they didn’t learn any of what I had until college. And although homeschooled students can benefit from a more fitted education and concentrate on their own needs, their curriculum can become too narrowed, limiting all that they could obtain. In all, by limiting the knowledge of a student to only what their parents know, how could society ever grow and develop? A student needs to learn in an environment that will adequately prepare them for the ever-growing society and competitive work field. Along with the elimination of peer interaction, homeschooled students are isolated from pluralistic society. Once they escape the secluded environment of their home, they aren’t prepared to enter a greatly diverse society. Their involvement with different cultures is greatly decreased due to their lack of availability to interact with students of different backgrounds on a daily basis. Homeschooling doesn’t develop a students’ sense of community. Without any reason, or even any chance, to communicate with different types of people, homeschooled students are at a lose compared to those who attend public schools. A persons’ social development expands during high school when one is repeatedly surrounded by different kinds of people with different opinions, ideas, and backgrounds. Homeschooled students are not prepared for a culturally diverse society, so when shoved into the workforce  or higher levels of education, they are culturally shocked that everyone isn’t like them. This is yet another advantage students have that attend public schools. They are that much more ahead. All things considered, homeschooling does have some advantages to teaching and helping a student grow educationally. But it doesn’t help the student grow socially or even personally for that matter. They will fall into problems in their adult lives. They won’t be able to be as socially acceptable as someone who has faced problems and pressures of our economy already. At the end of the 20th century, we have witnessed the massive transition from isolated, disconnected computers to networked computer clusters all over the world. At present time, there are an estimated 250 million networked hosts world-wide (Telcordia, 2002). This global pervasive connectivity has been a boon for consumers, businesses and governments alike due to the ease, convenience and speed of electronic data exchange. However, the ease of use and relative anonymity that the Internet affords has been leveraged by criminal elements, as well. Indeed, no private, commercial or government agency is completely safe or has been unaffected by the proliferation of this kind of cyber-crime. E-Commerce Times reported that the ILOVEYOUvirus affected 45 million hosts and inflicted monetary damages to the tune of estimated $2.6 billion (Enos, 2000). The infamous Melissa macro virus caused an estimated $300 million in damage in 1999 and several prominent e-commerce sites were hit by Distribut ed Denial of Service attacks in the beginning of 2000 (Committee on Science, 2000). The estimated worldwide damage caused by automated digital attacks over $30 billion for 2002 (Economic Damage, 2002). These estimated damage figures have to be taken with a grain of salt, but the trend is clear. Moreover, in just a dozen years' time, the propagation speed, as well as the estimated damages has increased by five, and two orders of magnitude, respectively. The healthcare organization in question has been affected by both viruses and DoS attacks. As the Chief Information Officer noted, each virus or DoS incident proved extremely costly, whether calculated in terms of financial loss or the cost of resolving the problem. Therefore, to prevent, or limit, the possibility of future attacks, the organization has adopted a rather comprehensive information security framework. Key components of this framework, according to the CIO, are risk assessment and risk management. 3 Risk Assessment Risk is commonly defined as the product of probability and severity of adverse effects, and the most common approach to quantify risk is a single figure - its expected value [Hai98, p. 29].
